because obama clearly sees that he has a mandate out of the election on fiscal cliff issues. even though it wasn't a huge issue in the debate the white house is behaving like it has that mandate. what you have been seeing is republicans showing signs of flexibility and i am not just talking john boehner saying revenue is on the table. we have republican senators saying they will stand up to the grover norquist tax pledge. they're willing to break it which is pretty big news. we also have the influential member of congress, republican tom cole saying we have got to agree to extend the tax cut just for those people making $250,000 and below and letting the more wealthy be taxed. definitely flexibility but what you see from democrats is an unwillingness to do serious entitlement reform that would lead to reductions in spending. they want to kick the can down the road and do more of the next year with the vague promises. dennis: the think republicans will be willing to agree upfront to more tax revenue or higher tax rates as we go without a firm cap on entitlement reform? >> that is the big

that is president obama and the democrats to save you for being higher taxes. this fiscal cliff thing, the problem with the republicans, larry, is that they have been boxed in by the democrats into a difficult position where the polls confirm that the public in america believe that the reason that president obama is going to win the debate is because, come the fiscal cliff moment, that if he goes over, that they are going to save the backsides of the wealthy 2% of americans. i probably shouldn't but i do. >> speaking as a reagan conservative, i must say i rather agree with you. probably shouldn't. but i do. i think divided government is very difficult. and there's some principles that speaker boehner is fighting for, with which i actually agree. but i think politically, the risk here for the gop, is they've become the party of rich people. and they give up the middle-class to the democrats. and i think you saw some of that in the presidential election. i don't think that's their intent. i think their tax reform intent is quite sound. but the way this is playing out, i think that's a big risk for t

at the white house with president obama to discuss, what else? the fiscal cliff. states would be severely impacted because much of their revenue comes from the federal government. cnn white house correspondent dan lothian is at the white house. so, dan, who is trying to convince who? >> well, i think it's a little bit of both here. you have the president trying to sort of put pressure on them, if you will, these governors, to then they in turn should put pressure ontheir lawmakers to get a deal done. at the time the governors are here to let the president know there's some real consequences if this scenario plays out. a third of states out there get their revenue from federal grants according to a pew report, and that report also points out that states like virginia, for example, would be heavily impacted. why virginia? because it has a lot of military defense contractors. they're saying that they could be impacted to the tune of about $10 billion in economic activity falling. in addition to that, 120,000 jobs lost. take a look at a state like south dakota, for example. a very small state

this. >> i think people forget there are lots of fiscal cliff taxes, but just what president obama wallets and, you know, forget about the fiscal cliff, what his mandate is, essentially, forces a lot of taxes, including income tax increases. if you look at obamacare, there's a surcharge on income. and, you know, it's pretty scary between that and the capital gains, we're talking about, you know, we're talking about hitting people with a huge tax bill. and we should point out that this is the alleged rich, the millionaires and billionaires who make $200,000 a year. martha: right, exactly. exactly right. [laughter] you know, if you live in a metropolitan area really anywhere across the country and you make $200,000 if you're an individual, $250,000 together if you're a couple and you have any investments, right? >> any investments, but also even if you don't have investments, i think there's a surcharge on income here, which, you know, aside from that. and i'll tell you, this is the real sort offedty of -- oddity of obama taxes and the sort of silence of new york politicians. kirsten

spending decreases if you go over the fiscal cliff than if you deal with president obama. >> greta: well, it appears to many in the city that it's politico check mate for the president. if we go over the fiscal cliff, what it means is the taxes will go up on the wealthy, the big earners. it also goes up on the middle class. i assume the middle class will look to the rawp republicans foe fact that their taxes come up so political check mate. >> i'm not so sure. president obama could avoid that very simply by putting maybe two or three to one expenditure reductions on the table for revenue increases, something like sim responsibl simpson bow. he has a formula given to him by a commission he appointed and heted that formula and presented to the republicans a program which was basically just a massive tax increase over and above the massive tax increase that's going to take place with the bush tax cuts expiring, so i don't see where there's -- he hasn't given them room to compromise. maybe if he had put his tax increases on the table and put up expenditure reductions of, you know, one and a

the proverbial fiscal cliff. and that's why president obama has an advantage, because he's willing -- he says, this is what he and his advisers say, he's willing to send the nation off of the fiscal cliff, letting all income tax rates to jump, spending cuts to take hold, investment income rates to jump. he's willing to do that. he thinks republicans would get the political blame. republicans, on the other hand, note that listen, the president's going to have to have another term where he's dealing with what's likely to be a deep recession as a result of these huge income tax jumps. so it's a position that neither man really wants to be in, but talks have completely dried up. yesterday speaker john boehner and president obama did not speak and their staffs did not speak. so really this thing is at a standstill like we've never seen before. >> yeah. so the fact that we're not even talking now. the aides aren't even talking the each other. where does that leave us? how comfortable is everybody with this? when are they going to restart speaking? >> house republicans released their own proposal a
